This competitive baseball division is for 9 year old boys and girls. It is player pitch, 3 out per inning. Emphasis is on developing pitching skills. Maximum number of innings a player can pitch is three innings. Every player on the roster bats, no player can sit two consecutive innings All other Little League Rules apply.

2008 Minor -9 Rules:

All players will be in the batting order whether they are playing in the field or not.
If a player in the lineup cannot bat due to illness or absence, that player will be skipped with no penalty. (4.04)
Each team will field 10 players. If a team cannot field at least 9 players the game is forfeited.
No player can sit two consecutive innings except in case of injury.
Maximum 5 runs per inning. (Waiting on clarification from L.L.)
A pitcher cannot pitch more than three innings regardless of pitch count.
